Dodd-Frank Act Interchange Provisions Update
Credit Union National Association (CUNA) President/CEO Bill Cheney said that the Federal Reserve "listened to the real concerns of credit unions" as it developed its final debit interchange fee cap rule, which was approved by a 4 to 1 vote by the Fed on Wednesday June 28.
The final rule would cap large issuer debit interchange fees at 21 cents, to cover network connectivity, hardware, software, and labor costs, as well as costs related to network processing and transaction monitoring. An additional five basis points per transaction may be charged to cover fraud losses. Debit card issuers with less than $10 billion in assets are exempt from the direct impact of the cap provisions. Prepaid cards and government-issued cards are also exempted.
Kansas Governor Sam Brownback has proclaimed 2012 as the “Year of Cooperatives” in Kansas. The proclamation was requested by the Kansas Cooperative Council as part of their International Year of the Cooperatives (IYC) 2012 activities. Marla Marsh, KCUA President/CEO and KCC Board member, attended the ceremonial proclamation signing on KCC’s Legislative Action Day.
Topeka has been a blur of activity the past week with the start of the 2012 legislative session. The biggest of the event of the week came on Wednesday with Governor Sam Brownback delivering his State of the State address. During his address, he unveiled his highly anticipated tax reform proposal.
On International Credit Union Day, credit unions from the 4th Congressional District spent their morning discussing issues with Congressman Mike Pompeo at a Credit Union Roundtable hosted by Credit Union of America and the Federal Home Loan Bank of Topeka.
Eighth grade students at Truesdell Middle School learned how to be Money$mart by attending an event hosted by the South Central Chapter of Credit Unions and Kansas State Treasurer Ron Estes’ Office.
Kansas credit unions have long history of commitment to financial literacy and helping members manage their finances. To help credit unions meet their needs and learn about resources available to teach financial literacy, KCUA hosted a recent Financial Literacy Summit for credit unions which included national speakers and a local Financial Literacy panel.
